Rebar is traded in US dollars; its price follows scrap and billet prices, freight and the exchange rate. So the dollar price can move week to week, and the lira equivalent changes daily with the rate.

Yes. All rebar prices on this page include VAT and are given per ton. Prices per kilogram and per 12 m bar are calculated with the nominal weight.
